When searching for Bytebeat music, which people called procedural music (but which I consider to be ground level procedural music), I ended up on No Man's Sky (sand box) "game" because someone coded a ByteBeat device in the game.
It appears that the game itself defines a procedural world ! I can't feel anything but glad to see this.
Actually this game is not so recent.
It reminds me some games that features a part of procedural randomly generated maps (in Atari VCS games, I believe), and Elite on BBC Acorn back in 1984 (!)
